The Ministry of Transport promulgated the administrative measures for highway construction standards

Recently, the Ministry of Transport issued the "Notice on the issuance of the" Highway Project Construction Standards Management Measures ". The measures, which consist of five chapters and 28 articles, will come into force on July 1, 2020 and be valid for five years.

The Measures for the Administration of Highway Engineering Construction Standards shall be applicable to the formulation, implementation, supervision and administration of highway engineering construction standards. At the same time, the highway construction standards are divided into mandatory standards and recommended standards. The competent transport department of the local people's government at or above the county level shall be responsible for the work related to the construction standards of highway projects within its administrative area.

Highway engineering construction standards refer to the technical requirements for highway engineering construction, management, maintenance and operation on the basis of science, technology and engineering practice experience. The Ministry of Transport shall formulate the industry standard system for highway engineering construction according to the actual needs of industry development, standardization of highway engineering construction, social resources and economic conditions of the industry.

In the process of implementation of highway engineering construction standards, all relevant units shall strictly implement the relevant provisions of mandatory standards for highway engineering construction in the process of highway engineering construction, management, maintenance and operation, and encourage the adoption of recommended standards for highway engineering construction. At the same time, any unit or individual shall have the right to report or complain to the competent department of transport, the competent department of Standardization Administration or the relevant departments for the violation of the mandatory standards of highway projects in the construction, management, maintenance and operation of highway projects.
